This was a public park.
And the point of posting the photo wasn’t to make a political statement. It was to make a joke about the possibility of a dog making a political statement in where he chooses to pee. See, dogs don’t really have the mental capacity to hold politi . . .
Oh, never mind.
Obligatory tragedy of the commons reference–
If public parks just become toilets for the dogs of the rich and the homeless, isn’t that disenfranchising the poor of a scarce resource? The poor don’t necessarily have access to many parks, and a lot of them function solely as dog parks and hobo huts, which cause a public good to only benefit portions of the population.
Let me append that bit above with the caveat that dogs have better manners than some who use public parks.
And they’re cuter.
Maybe the sign means that specific bread of dog.

Anecdotally, Matt Goldey, the poor make disproportionate use of public parks. The rich have their own back yards, BBQs and picnic tables, you know.
The homeless people move into the bathrooms.
The dogs have been crowded out, forcing them to use your front lawn.
