What’s the problem? Throwing snow at a moving vehicle may impair the driver’s vision. If the snow enters the vehicle and strikes the driver, it may cause the driver to lose control. Either of these conditions may pose a severe safety hazard.

In the absence of any good reason or excuse for having thrown snow at the vehicles, it would seem reasonable to presume that it was done maliciously. As such, I see no reason to believe that prosecution of the students is out of line with the intent of the legislators who wrote the law.

Doesn’t surprise me. JMU students are either accepted or hated in Rockingham County. Many of the locals love the cheap labor and income that they bring, but hate the usual college town antics. While I was finishing high school in the area, Harrisonburg police created a riot at JMU by having the supreme intelligence to start semi-SWAT style takedowns of drunk college students well after homecoming celebrations had started, and in the student housing block best known for partying. It was so bad that cops from **neighboring counties** had to come in to quell it, IIRC.

Hitting someone with a felony charge for throwing snow balls is swatting a gnat with an elephant. I am appalled.
