		<description>I think this story illustrates a truth that has crept into my world view over time: some kind of symbiosis between government personnel and the criminal class is inevitable.  Both cohorts are, at bottom, in the same business -- leveraging fear of harm to obtain payment from the productive elements of the society.  

The state would lose is core domestic justification without a durable threat of criminal predation against the revenue-producing members of society.  Thus, while the state has a keen interest in constantly &quot;fighting&quot; crime, it has no interest in effectively suppressing crime.  The robust underworld culture of criminal behavior that is enriched by our supersized prison system, our illegal vice industry, and our widespread child poverty sustains a governmental law enforcement enterprise that is completely out of scale to the rest of our society.  Our political leadership has absolutely no intention of allowing reforms that would facilitate a downscaling of our criminal justice apparatus to levels of comparably developed nations in other parts of the world.

In this context, it should not come as a surprise that so many law enforcement officials are revealed to have the same mentality, and to engage in the same behaviors, as acknowledged criminal predators.</description>
