		<description>You&#039;re right, Mary.  It&#039;s really depressing to see how rundown parts of that city are - with no hope for improvement in sight.  In an effort to try and stop the huge budget gaps that the city is facing vs. what the suburbs face, they not only have a city-only wage tax, but they have decided to increase the sales tax (a solid percent higher than the suburbs) and boost the property taxes by about 20%.  Oh yeah, that&#039;s going to keep businesses an residents there.

So Radley, if you love taking industrial decay photos, feel free to come back to the city in the next few years.  The city politicians are doing their damnedest to make sure you&#039;ll have plenty of new subjects.  In the meantime, living in a suburb so close to Philly, we&#039;re just hoping the problems stay in the city.</description>
