Why in the hell would a S.W.A.T. member need one of these? I can’t think of a single situation where this would be useful.

It would be able to take out TWO jumbo jets* at the same time! *Note, this is the citizen-disarmament lobby's favorite argument for taking away that caliber, despite the fact that it has never happened, and is nearly impossible.

I can imagine a better version where it uses blank 22 cartridges like they use in starter pistols. The expanding gas wouldn’t freeze anything but I think the results would be just as deadly. Then it could be used multiple times depending on how many cartridges it holds. Maybe a small revolver type mechanism in the handle would work.
