As it's not the british government which is asking them to sign the document i really don't see why they would try and enforce it.

AS it is the relevant part of the contract they're being asked to sign by the BOC does little more than call attention to the existence of a clause in the IOC charter, which forbids any demonstrations in the olympic venues. And the BOC is saying that not trying to impose any form of gag on the athletes except for whilst they're in the actual arena.
