I'm going to go out on a limb, and assume that the players are telling the truth.  If the game was rigged, they wouldn't keep playing there.

I would also guess that someone important had demanded that small pokers games be broken up.  The police happened to find out about this one, then had to find some excuse to raid it.  The $5 refreshments charge served as the "We want to arrest these people, but we have no charge. Let's pore over the laws. There must be &lt;i&gt;something&lt;/i&gt; they're guilty of" excuse.  It's sad that this is what "law enforcement" has come to.</description>
