Running a taxi ought to be one of the easier ways for someone to make a living. But in most large cities, the barrier to entry is enormous–the limited number of medallions granting the privilege of shuttling someone else around in your car can run $100,000 or more.
Nobody really benefits. Not cab drivers (unless they luck into somehow inheriting a medallion), not consumers, not the city’s transportation system.
