This is pretty horrible:

Loannza Staten, 55, of Chambersburg, said last week that her granddaughter, also of Chambersburg, had pleaded to go to a hospital as she went into labor, but was ignored until the baby was delivered. She said a female guard cut the umbilical cord with her fingernails.

Efforts to reach Warden Janine Donate on Monday to determine the county’s policy on dealing with pregnant inmates were unsuccessful.

Last week, the warden declined to confirm or deny the birth, citing laws protecting the privacy of a person’s medical and employment records. Mr. Munchak also cited medical privacy in declining to discuss the matter further.
