No nation has suffered as much — or sacrificed more — in the global war on illegal drugs than Colombia, says Karen Tandy, administrator of the U.S. Drug Enforcement Administration (DEA).

As Pete Guither notes, Tandy wasn’t apologizing.

But she should have been.
