Sens. Jim Talent and George Allen have introduced a constitutional amendment establishing the line-item veto.

Given widespread discontent — at least in rhetoric — with pork on both sides of the aisle, I can’t see why this wouldn’t pass rather handily. It gives Congress-critters a way to cut down on pork while also providing political cover for not bringing pork back home to their districts.

But as NTU notes in its post, the line item veto only works if you have a president who understands that “veto” is more than just that guy who makes you an offer you can’t refuse.

    Right Idea, Wrong Amendment

    While this is nice, I think it’s misplaced effort. Like Balko says, it only works if the president wants to use the veto. Most of the time they simply don’t. A better solution would be to introduce an amendment like the one in the Virginia…
