The chancellor was just being overly verbose and marketing-oriented. On the other hand, if they just let him get a degree (give him grades), or they don't hammer him like anyone else who violates policies on drugs and on-campus activities if he steps out of line (especially with video evidence), then they're just being hyprocrits.
