We all know now about the Bush administration’s pre-9/11 $43 million gift to the Taliban — in thanks for the regime’s prohibition on opium. Still, this Robert Scheer column written in May of 2001 is simply chilling:

Enslave your girls and women, harbor anti-U.S. terrorists, destroy every vestige of civilization in your homeland, and the Bush administration will embrace you. All that matters is that you line up as an ally in the drug war, the only international cause that this nation still takes seriously.

That’s the message sent with the recent gift of $43 million to the Taliban rulers of Afghanistan, the most virulent anti-American violators of human rights in the world today. The gift, announced last Thursday by Secretary of State Colin Powell, in addition to other recent aid, makes the U.S. the main sponsor of the Taliban and rewards that “rogue regime” for declaring that opium growing is against the will of God. So, too, by the Taliban’s estimation, are most human activities, but it’s the ban on drugs that catches this administration’s attention.

Never mind that Osama bin Laden still operates the leading anti-American terror operation from his base in Afghanistan, from which, among other crimes, he launched two bloody attacks on American embassies in Africa in 1998…

…Sadly, the Bush administration is cozying up to the Taliban regime at a time when the United Nations, at U.S. insistence, imposes sanctions on Afghanistan because the Kabul government will not turn over Bin Laden.

The war on drugs has become our own fanatics’ obsession and easily trumps all other concerns. How else could we come to reward the Taliban, who has subjected the female half of the Afghan population to a continual reign of terror in a country once considered enlightened in its treatment of women?

…The Taliban may suddenly be the dream regime of our own war drug war zealots, but in the end this alliance will prove a costly failure. Our long sad history of signing up dictators in the war on drugs demonstrates the futility of building a foreign policy on a domestic obsession.

The sad irony here is that the same government that signed checks to the Taliban in the name of the drug war just months before September 11 to this day accuses drug users of supporting terrorism (a charge that doesn’t stick, by the way).

    The whole “$43 million to the Taliban” thing certainly confirms all the prejudices of most libertarians; I’d like it even more if it were true.

    The US did not give a “gift” to the Taliban. In fact, it was widely reported by CNN and others that the aid consists of $28 million in surplus wheat, $5 million in food commodities and $10 million in “livelihood and food security” programs intended to help alleviate a looming famine. Moreover, as Secretary of State Colin Powell said in his announcement of the aid, it will be distributed through international agencies of the United Nations and nongovernmental organizations, not the Taliban. Powell specifically added that the aid “bypasses the Taliban, who have done little to alleviate the suffering of the Afghan people, and indeed have done much to exacerbate it.”

    However, Powell did connect the aid to the false drug warring of the Taliban:

    We will continue to look for ways to provide more assistance for Afghans, including those farmers who have felt the impact of the ban on poppy cultivation, a decision by the Taliban that we welcome.

    Many felt at the time that the only reason the Taliban was cracking down on opium production within Afghanistan was to increase the value of their own stockpiles.

    So no, it was not a gift to the Taliban. However, it had connections to our blinders on the drug war. While speaking bad of the Taliban out of one side of our mouths, we spoke approvingly of their drug war crackdowns and offered our assistance because of it.

    Given the contention of the $43mil assertion, I’ll center my comments around the linked Feb 02 foxnews column.

    Did the drug war ever make any sense, Radley?

    If it were succeeding in stopping drug usage, would it then be justified? I realize your need to pander to the general FNC readership, who, no doubt, harbors a general feeling of “drugs are the devil weed”. But even if it were successful, it would not be just. Yet, that’s how most of society judges government programs: whether they work or not. Hardly ever is the though truly given to whether they are constitutional or not, whether they are for or against the cause of liberty. No, it’s whether or not they work.

    The government’s claims of drug usage supporting terrorism are completely debunked at a principled level; all the conflicting and hypocritical details are superfluous. At a principled, logical level, the government has unconstitutionally prohibited the people from legally using drugs, so, thus, the government itself has created the black market that supposedly feeds terrorism. And that’s all there is to it.
