Somebody Forgot to Call Tom

When President Bush decided to combat the inefficiency, turf war tendencies, and bureaucracies in our intelligence agencies which in part allowed 9/11 to happen by creating a new bureaucracy — the largest federal agency in the history of the United States — yes, some of us expressed skepticism.

Good to know that DHS has taken care of all those petty rivalries, bureaucratic snafus, and miscommunications.

Yes, I stand corrected. I feel safer already.

    You mean there’s a government agency that isn’t doing what it’s supposed to?! I’ll be damned.

    The cultural flaw in the Justice Department is that the agency operates under the presumption of perpetual crisis. The DOJ’s very function is to manufacture enemies for the state to vanquish. On the flip side, Homeland Security’s still-developing culture suggests a more defensive mission: They want to ensure nothing goes wrong so that the government won’t get blamed for anything. The DOJ, in contrast, is deliberately reckless, because they’ve realized that holding a monopoly on force means never having to say you’re sorry.
